Background

Russel (Russ) T. Vought is director of the White House budget office. The Senate confirmed Vought in February 2025.³

Vought was also the deputy director of the Office of Management and Budget (OMB) under President Donald Trump’s first presidency, where the Senate confirmed him on February 28, 2018.⁴ According to his archived profile on the White House’s website, Vought served as the acting director starting January 2019.⁵

Before working in the first Trump administration, Vought was vice president of Heritage Action for America for seven years. Before that, he worked as the policy director for the House Republican Conference under its then-chairman Mike Pence. He has also been executive director of the Republican Study Committee (RSC) and a legislative assistant to Senator Phil Gramm.⁶

In 2021, Vought founded the Center for Renewing America. This group describes its mission as “to renew a consensus of America as a nation under God with unique interests worthy of defending that flow from its people, institutions, and history, where individuals’ enjoyment of freedom is predicated on just laws and healthy communities.”⁷

Project 2025, organized by the Heritage Foundation, lists the Center for Renewing America as an advisory board member.⁸ DeSmog has reported Project 2025 serves as “a plan to rapidly ‘reform’ the U.S. government by shuttering bureaus and offices, overturning regulations, and replacing thousands of public sector employees with hand-picked political allies of Trump.” Its propositions have included a range of anti-climate policies and dismantling the Environmental Protection Agency.⁹

Vought is an architect of Project 2025,¹⁰ a plan organized by¹¹ the Heritage Foundation to “rapidly ‘reform’ the U.S. government by shuttering bureaus and offices, overturning regulations, and replacing thousands of public sector employees with hand-picked political allies of Trump,” DeSmog has reported.¹²

The New York Times reported the “legal underpinning of the agenda is a maximalist version of the so-called unitary executive theory that rejects the idea that the government is composed of three separate branches and argues that presidential power over federal agencies is absolute.”¹³

The Washington Post reported Vought to be a “self-described Christian nationalist” who has pushed for a “Constitutional” vision for Trump’s second term.¹⁴ Politico reported in 2024 that Vought was leading efforts by the Center for Renewing America, including “developing plans to infuse Christian nationalist ideas in [a Trump] administration should the former president return to power.”¹⁵

Vought’s ex-wife, Mary Vought, is the president and founder of Vought Strategies LLC,¹⁶ a Washington, D.C.-based PR firm. She is also an Independent Women’s Forum (IWF) fellow.¹⁷ They divorced in 2023.¹⁸

Centre for Climate Reporting Investigation of Russell Vought

The nonprofit Centre for Climate Reporting did an undercover investigation of Project 2025, including an interview with Russell Vought, one of the key authors of the plan.¹⁹ Vought wrote the Project 2025 chapter on the “Executive Office of the President of the United States.”²⁰

CNN reported how the Centre “spun an elaborate fiction, with a journalist and a paid actor posing as the brother and son-in-law of a reclusive New Mexico investor” to get the footage.²¹

While Trump publicly distanced himself from Project 2025 during the election, Vought said during the interview that Trump had previously praised Vought for doing a “fantastic job” at the Office of Management and Budget (OMB). He also claimed that Trump has “blessed” his organization and “he’s very supportive of what we do.”²²

“I see what he’s doing is just very, very conscious distancing himself from a brand,” Vought said. “It’s interesting, he’s in fact not even opposing himself to a particular policy.”

He also said Trump had “been at our organization, he’s raised money for our organization, he’s blessed it … he’s very supportive of what we do.”

During the July 25, 2024 meeting, Vought discussed Trump’s public plan to carry out one of the largest deportations in US History, saying it could help “save the country.”

Once the deportation plan started, “you’re really going to be winning a debate along the way about what that looks like,” Vought said. “And so that’s going to cause us to get us off of multiculturalism, just to be able to sustain and defend the deportation, right?”²³

Rachel Cauley, a spokesperson for Vought’s nonprofit, the Center for Renewing America, commented on the video, claiming, “It would have been easier to just do a [G]oogle search to ‘uncover’ what is already on our website and said in countless national media interviews. But thank you for airing our perfect conversation emphasizing our policy work is totally separate from the Trump campaign, as we have been saying.”²⁴

About a week following the conversation, the director of Project 2025, Paul Dans, stepped down and was also leaving the Heritage Foundation.²⁵

CNN summarized Vought’s role with Project 2025 and the Trump administration:

“Vought served as the director of the Office of Management and Budget under Trump, where he made a name for himself as a policy wonk committed to the MAGA movement. In public, Trump repeatedly praised Vought for doing an “incredible” and “fantastic” job at OMB.

“After Trump left office, Vought started the Center for Renewing America, a nonprofit that describes itself as the ‘tip of the America First spear.’ CRA was one of many right-leaning groups that partnered on Project 2025, a more than 900-page blueprint for Trump’s second term that was led by the Heritage Foundation. Vought personally authored the project’s chapter on the executive office of the president, and his group contributed to several other chapters of the plan as well.

“Vought also served as the policy director of the Republican National Convention committee that rewrote the GOP’s official platform this year – a sign of how central he is to Republicans’ policy goals.”²⁶

The New York Times reported that Trump picked Vought to lead the Office of Management and Budget again in 2025, noting his appointment would typically require Senate confirmation.²⁷

“Vought, the first-term White House budget chief who began implementing Schedule F at the Office of Management and Budget, is set to return to the same role as Trump is pledging to reinstate Schedule F,” The Washington Post reported.²⁸

The Guardian noted that Vought is one of several Trump picks directly tied to Project 2025:²⁹

James Braid — chosen by Trump as the director of the Office of Legislative Affairs. Braid taught a course as part of Project 2025’s leadership training program.
Brendan Carr — Trump’s nominee to chair the Federal Communications Commission. Carr wrote Project 2025’s chapter on the FCC.
Monica Crowley — named for a state department role. Crowley was a contributor to Project 2025
Pete Hoekstra — Trump’s pick for ambassador to Canada. Contributor to Project 2025’s “Mandate for Leadership” document
Tom Homan — Picked as Trump’s “border czar.” Homan is a contributor to Project 2025 and a visiting fellow at the Heritage Foundation.

Stance on Climate Change

April 13, 2023

Vought wrote the following in the Project 2025 chapter on the “Executive Office of the President of the United States,” of which he is the sole listed author:³⁰

“Finally, the next Administration will face a significant challenge in unwinding policies and procedures that are used to advance radical gender, racial, and equity initiatives under the banner of science. Similarly, the Biden Administration’s climate fanaticism will need a whole-of-government unwinding. As with other federal departments and agencies, the Biden Administration’s leveraging of the federal government’s resources to further the woke agenda should be reversed and scrubbed from all policy manuals, guidance documents, and agendas, and scientific excellence and innovation should be restored as the OSTP’s top priority.” (Emphasis added)

Vought said the following during an interview on the Tucker Carlson Show:³¹

[00:49:59] “And so we have to solve that. We have to solve the woke and the weaponized bureaucracy and have the president take control of the executive branch. So my belief, for anyone who wants to listen, is that you, you have to, the president has to move executively as fast and as aggressively as possible with a radical constitutional perspective to be able to dismantle that bureaucracy in their power centers.

“And I think there are a couple of ways to do it. Number one is going after the whole notion of independence. There are no independent agencies. Congress may have viewed them as such. SEC, or the FCC, CFPB, the whole alphabet soup. But that is, that is not something that the Constitution understands.

“So there may be different strategies with each one of them about how you dismantle them, but as an administration, the whole notion of an independent agency should be thrown out, particularly with the Department of Justice, in which there is literally no law.

“All it is, is precedent from the Watergate era that the Attorney General and those lawyers don’t work for the president.”

2024

ProPublica and Documented obtained video of private speeches delivered during invitation-only annual gatherings for the Center for Renewing America.³² Vought delivered the following comments during such a speech in 2024:³³

“A new Trump administration must move quickly and decisively to turn the tables on the Left by using the powers that have been delegated to the American state, the American government. This is the Dragon Smaug’s underbelly that lacks the scales that protect the belly. It is their Achilles heel. Because they never passed a constitutional amendment, they have to rely on the precedents and the paradigms. Their entire apparatus is exposed to our strategy.

“They are exposed to a president who, if he’s a radical constitutionalist, who chooses to think and act like Thomas Jefferson or James Madison, and guess what? We have in Donald Trump, a man who is so uniquely positioned to serve this role, a man whose own interests perfectly align with the interests of the country. He has seen what it has done to him and he has seen what they are trying to do to the country. That is nothing more than a gift of God. Of course, this is why they fear him so much.”

2023

Vought declared the following in a video of a private speech,³⁴ obtained by ProPublica and Documented,³⁵ during another of the Center for Renewing America’s invitation-only gatherings:

“And in our time in the administration, we lived in this place most of the time in the Oval Office. We would put forward some, some policy solution, and then we’d have the lawyers come in and say it’s not legal, you can’t do that, that would overturn this precedent, there’s a state law against that.

“This ‘how’ is where so much of things break down in our country, and that’s really what we specialize the most in, and we are trying to build at the Center for Renewing America, almost a Shadow Office of Management and Budget.

“We’re trying to build a Shadow Office of Legal Counsel so that when a future president says ‘What legal authorities do I need to shut down the riots’ we want to be able to shut down the riots and not have the legal community or the defense community to come in and say that’s an inappropriate use of what you’re trying to do.“

ProPublica and Documented reported that “Vought held up the summer 2020 unrest following George Floyd’s murder as an example of when Trump ought to have had the ability to deploy the armed forces but was stymied.”³⁶

2023

“We want the bureaucrats to be traumatically affected. We want, when they wake up in the morning, we want them to not want to go to work because they are increasingly viewed as the villains. We want their funding to be shut down so that the EPA can’t do all of the rules against our energy industry because they have no bandwidth, financially, to do so. We want to put them in trauma.”

Vought discussed his work at the Center for Renewing America in an interview with Heritage Foundation president Kevin D. Roberts:³⁹

“Yeah, CRA is, we are trying to pick big national issue fights on the most strategically cultural issues. And my view is that we’ve been too secular, too imperialistic, and I got to be careful how I say this, too individualistic in the sense of being too libertarian, in that we love our individual freedoms, but what are those freedoms in the context of bad communities and unjust laws?

“And so we’re always trying to regain and pick big new paradigms in those areas that help us to seize the moral high ground and actually win. So that’s critical race theory, big tech reform, which you guys have been fantastic in, or providing a new concept of how to deal with the border. It’s an invasion. There are constitutional tools because you’re willing to call an invasion that don’t exist if you’re in federal immigration law. That’s a paradigm shift that’s going to get you called a racist. Those are the types of issues that we like to focus on. And then we’re like that part of the movement that picks a fight. And then we call up and we say, ‘Hey, we picked a fight. Can you guys help us out?'”

April 2023

[00:22:40] “[The] Department of Justice is not an independent agency…If anyone brings it up in a policy meeting in the White House, I want them out of the meeting,” Vought said in a panel discussion at the Heritage Foundation‘s 50th Anniversary Leadership Summit.⁴⁰

September 29, 2022

“The Right needs to throw off the precedents and legal paradigms that have wrongly developed over the last two hundred years and to study carefully the words of the Constitution and how the Founders would have responded in modern situations to the encroachments of other branches. Originalism should not just be interpreting the words in their original meaning. It should be to understand the logic of the original Constitution and how these authorities should be used unencumbered by the scar tissue resulting from decades of bad cases and bad statesmen,” Vought wrote in The American Mind, a publication of the Claremont Institute.⁴¹

August 19, 2022

Speaking on Kudlow on Fox Business, alongside Andrew Wheeler, about a spending bill that would increase funding to departments, including the EPA under the Biden administration, Vought commented:⁴²

[00:05:05] “It’s going to end up being a massive subsidy to the Democrat climate extremism sector in this country and is going to do long-term damage to the country.”

January 21, 2022

In an interview with Diamond & Silk,⁴³ discussing the 2020 US election, Vought said “I think the election was stolen,” as reported by the Washington Post.⁴⁴

[00:12:36] “I agree. I think the election was stolen. I think that, you know, the reality is that the president did well in all of the counties that every candidate typically does well in and wins. You know, he increased his vote percentage. They admitted to it in a Time magazine article in which they came out and said, you know, that they had to take extraordinary measures to be able to ensure that Donald Trump didn’t win. And so, you know, there’s there’s these things have to be addressed.

“You know, it’s both looking back to figuring out what happened to really understand on a state-by-state level what occurred. And that’s why I’m thrilled that the president has fought so hard to have these audits in key places. And then it’s also making sure we move forward in getting the voter fraud bills done and make progress each and every year. And a lot of it’s, you know, big bills that passed state legislatures, and some of it’s just routine work about updating voter files and things like that to make sure it’s real voters, and everyone’s vote counts, but only counts once.”

May 2021

Vought commented in a short video released by the Center for Renewing America titled “Critical Race Theory is Racist“:⁴⁵

“In some respects, this debate is very simple. We are here today because we are opposed to the notion that a fundamental American principle should be discarded. And that American principle is that for the vast majority of our history, that individuals, human beings, citizens of this country, would be judged on the content of their character and not the color of their skin.

“We stand opposed to a liberal intellectual framework that threatens to upset that. That posits that we need to look through a racialized prism towards equality of outcome under the form of equity, not equality under the law, but equity. And that as a result, individuals are treated differently based on the color of their skin. As a country, we’ve rejected that. We’ve moved on from that. We have lived up to our ideals, and we continue to live up to our ideals.”

March 22, 2021

Vought wrote the following in a Newsweek opinion article titled “Is There Anything Actually Wrong With ‘Christian Nationalism?‘”⁴⁶

“My own definition of ‘Christian nationalism’ would be this: An orientation for engaging in the public square that recognizes America as a Christian nation, where our rights and duties are understood to come from God and where our primary responsibilities as citizens are for building and preserving the strength, prosperity and health of our own country. It is a commitment to an institutional separation between church and state, but not the separation of Christianity from its influence on government and society. It is a belief that our participation in the political system can lead to beneficial outcomes for our own communities, as well as individuals of all faiths.”

Vought wrote the Project 2025 chapter on the “Executive Office of the President of the United States.”⁴⁷ Below are some notable excerpts from that chapter:

“The President must set and enforce a plan for the executive branch. Sadly, however, a President today assumes office to find a sprawling federal bureaucracy that all too often is carrying out its own policy plans and preferences—or, worse yet, the policy plans and preferences of a radical, supposedly “woke” faction of the country.”
“The NSC [National Security Council] should rigorously review all general and flag officer promotions to prioritize the core roles and responsibilities of the military over social engineering and non-defense matters, including climate change, critical race theory, manufactured extremism, and other polarizing policies that weaken our armed forces and discourage our nation’s finest men and women from enlisting to serve in defense of our liberty.”
“As befitting its location in the White House, the OSTP [White House Office of Science and Technology Policy] must be concerned with advancing national interests and not merely the parochial concerns of departments, agencies, or parts of the scientific community.”
“During the Trump and Biden Administrations, there has been a bipartisan focus on prioritizing R&D funding around the so-called Industries of the Future (IOTF). Under President Trump, IOTF priorities were artificial intelligence (AI), quantum information science (QIS), advanced communications/5G, advanced manufacturing, and biotechnology. Under President Biden, this list has been expanded to include advanced materials, robotics, battery technology, cybersecurity, green products and clean technology, plant genetics and agricultural technologies, nanotechnology, and semiconductor and microelectronics technologies. These priorities should be evaluated and narrowed to ensure consistency with the next Administration’s priorities.”
“The President should also issue an executive order to reshape the U.S. Global Change Research Program (USGCRP) and related climate change research programs. The USGCRP produces strategic plans and research (for example, the National Climate Assessment) that reduce the scope of legally proper options in presidential decision-making and in agency rulemakings and adjudications. Also, since much environmental policymaking must run the gauntlet of judicial review, USGCRP actions can frustrate successful litigation defense in ways that the career bureaucracy should not be permitted to control.” USGCRP produces the National Climate Assessment, a report published every few years by hundreds of scientists that examines climate change impacts and informs U.S. climate change policy.⁴⁸
“Consistent with the Global Change Research Act of 1990, USGCRP-related EOP components should be confined to a more limited advisory role. These components should include but not necessarily be limited to the OSTP; the NSTC’s Committee on Environment; the USGCRP’s Interagency Groups (for example, the Carbon Cycle Interagency Working Group); and the Federal Coordinating Council for Science, Engineering, and Technology. As a general matter, the new Administration should separate the scientific risk assessment function from the risk management function, which is the exclusive domain of elected policymakers and the public.”
“Finally, the next Administration will face a significant challenge in unwinding policies and procedures that are used to advance radical gender, racial, and equity initiatives under the banner of science. Similarly, the Biden Administration’s climate fanaticism will need a whole-of-government unwinding. As with other federal departments and agencies, the Biden Administration’s leveraging of the federal government’s resources to further the woke agenda should be reversed and scrubbed from all policy manuals, guidance documents, and agendas, and scientific excellence and innovation should be restored as the OSTP’s top priority.”

Vought proposed various changes to the Council on Environmental Quality (CEQ) in the document. These include:

“The President should issue an executive order establishing a Senior Advisor to coordinate the policy development and implementation of relevant energy and environment policy by officials across the EOP (for example, the policy staff of the NSC, NEC, DPC, CEQ, and OSTP) and abolishing the existing Office of Domestic Climate Policy.”
“The President should eliminate the Interagency Working Group on the Social Cost of Carbon (SCC), which is cochaired [sic] by the OSTP, OMB, and CEA, and by executive order should end the use of SCC analysis.”
“The President should instruct the CEQ to rewrite its regulations implementing NEPA along the lines of the historic 2020 effort and restoring its key provisions such as banning the use of cumulative impact analysis. This effort should incorporate new learning and more aggressive reform options that were not included in the 2020 reform package with the overall goal of streamlining the process to build on the Supreme Court ruling that ‘CEQ’s interpretation of NEPA is entitled to substantial deference.’ It should frame the new regulations to limit the scope for judicial review of agency NEPA analysis and judicial remedies, as well as to vindicate the strong public interest in effective and timely agency action.”
“The new President should seek to issue a new executive order to create a unified process for major infrastructure projects that includes giving project proponents more control of any regulatory clocks.”
“Finally, the President should work with Congress to establish a sweeping modernization of the entire permitting system across all departments and agencies that is aimed at reducing litigation risk and giving agencies the authority to establish programmatic, general, and provisional permits.”

At the end of the chapter, Vought thanked David Legates for contributing to the chapter. Legates has testified that [02:03:41] “[t]he current emphasis on climate change abatement will do far more harm than good.”⁴⁹

Vought also thanked Iain Murray and Jeffrey B. Clark, both⁵⁰ of those who have expressed doubts about climate change.⁵¹

January 19, 2021

Vought co-wrote a letter to the Chairman Committee on the Budget suggesting “the Impoundment
Control Act of 1974 (ICA) is unworkable in practice and should be significantly reformed or
repealed.”⁵² This act limits presidential power to withhold funding appropriated by Congress.⁵³

November 2020

Near the end of Trump’s presidency, Vought helped launch an order to reduce civil servants’ protections, allowing them to be dismissed more easily. The administration did not have time to implement the order. According to the Washington Post, Vought said, “This much-needed reform will increase accountability in essential policymaking positions within the government.”⁵⁴

2020

Washington Post reported: “When Congress blocked additional funding for Trump’s border wall, the budget office in early 2020 redirected billions of dollars from the Pentagon to what became one of the most expensive federal infrastructure projects in U.S. history. And it was Vought’s office that held up military aid to Ukraine as Trump pressed the government to dig up dirt on Joe Biden, prompting the president’s first impeachment.”⁵⁵

According to the Washington Post, “After the 2020 election, as Trump refused to concede, Biden officials complained that Vought was impeding the transition. Vought rejected that accusation — but wrote that his office would not ‘dismantle this Administration’s work.’ He was already planning ahead; bylaws for what would become the Center for Renewing America were adopted on the day of Biden’s inauguration, records show.”⁵⁶

2018

E&E News reported Vought was “among those in attendance” when “In 2018, upon learning that work on the assessment by climate scientists had continued during the first Trump administration, a group of officials gathered in the situation room and plotted how to kill it,” according to former Trump White House homeland security adviser Olivia Troye.⁵⁷
