National Chicken Council
Background
The National Chicken Council (NCC) is a Washington DC-based trade association representing the US poultry industry. The NCC seeks to influence US legislation and regulatory policies and โaffect domestic and international trade policyโ to benefit its members, as well as โmaintain and expandโ foreign markets for US-produced chicken.1โOverview,โ National Chicken Council. The NCC accounts for 95 percent of the broiler chickens produced in the US, according to its website. Its members include food giants Mountaire Corp, Tyson Foods and Pilgrimโs Pride, a subsidiary of the Brazilian company JBS SA.2โOverview,โ National Chicken Council. Archived July 23, 2020. Mountaireโs owner and chairman, billionaire Ronald Cameron, donated $2 million to the pro-Trump Super PAC (Political Action Committee) Rebuilding America Now during the 2016 presidential election campaign. The company has also contributed $4.5 million to Americans for Prosperity Action, a super PAC affiliated with the Koch-funded group Americans for Prosperity, between 2018-2020. The NCC has played an active role in attempts to reduce environmental protections, including in post-Brexit trade talks between the UK and US. In May 2020, it worked with allies in congress to write to the US Trade Representative demanding that any US-UK trade deal bring to an end what it called the UKโs โunscientific banโ on chlorinated chicken. In 2016, the year of the EU referendum and Donald Trumpโs election, there was a surge in political donations from the US poultry industry. According to data from the transparency non-profit OpenSecrets, poultry producers gave a combined $19.4 million in 2016, with over 90 percent of contributions to parties and candidates going to Republicans. Overall, in the period between 2016 and 2020, the poultry industry gave $34.8 million in political donations, over three times the amount of previous election cycles. According to OpenSecrets data, the top recipients of NCC funds include Jim Costa (D-CA) and Steve Womack (R-AR) who co-chair the Congressional Chicken Caucus, an informal working group of both Republican and Democratic members of congress, many of whom represent the districts of major poultry producers. 12โNational Chicken Council โ Recipients,โ OpenSecrets. While the NCCโs promotional website claims that โchicken production in the US is more sustainable than ever beforeโ, the huge increase in production over the past several decades has come with significant environmental impacts. Since the 1950s, the number of chickens produced and consumed in the US has risen by over 1400 percent from an average of 580 million chickens per year to over 9 billion. Impacts include increased strain on land and water resources, particularly due to an increased use of mono-crops such as corn for animal feed.14โSustainability,โ Chicken Check In. The NCCโs 65th Annual Conference in 2019 was sponsored by American bank JP Morgan Chase, which has invested over a quarter-of-a-trillion dollars in fossil fuels since the Paris Agreement, according to analysis by the Rainforest Action Network.17โThe National Chicken Council 65th Annual Conference (PDF),โ The National Chicken Council. Stance on Climate Change
While the NCC appears to have made no explicit statement on climate change, it has consistently opposed provisions of the Renewable Fuel Standard (RFS), a regulation that requires US petrol and diesel suppliers to offer a minimum volume of โrenewableโ fuels derived from crops such as corn. In 2010, the NCC worked with a coalition of meat industry bodies to file a lawsuit against the Environmental Protection Agency (EPA) challenging an EPA decision to treat certain biofuels facilities as RFS compliant regardless of whether they managed to reduce emissions.19โSearch: Renewable Fuel Standard,โ The National Chicken Council. In 2017, the NCC called on then EPA Secretary Scott Pruitt to reduce the volume of biofuels required by the RFS and in 2019, it again lobbied the EPA to reduce the requirement, calling it โoverly aggressiveโ. Scientists have disputed the US Governmentโs claim that biofuels are โcarbon neutralโ, with research suggesting the life-cycle greenhouse gas emissions of biofuels can exceed those of conventional fossil fuels due to the significant carbon and environmental impacts of land clearing.25โBiofuels Explained,โ US Energy Information Administration. Funding
The National Chicken Council collects funds from members to support its work.
Member contributions accounted for $4,199,415 out of a total revenue of $4,739,835 in 2018. Other funding sources included $301,645 in โcontributions and grantsโ, $156,850 from โconference[s] and seminar[s]โ, and $62,500 in โlegal assessmentโ in 2018, according to its 990 form.
The NCC also raises funds through its Political Action Committee (PAC). These are distributed to congressional candidates โwho support the industryโ. Top recipients of PAC funds in 2020 were Congressional Chicken Caucus Co-Chairs Steve Womack (R-AR) and Jim Costa (D-CA), Congressmen Buddy Carter (R-GA) and David Scott (D-GA) and Senators Doug Collins (R-GA) and Chris Coons (D-DE) who each received $10,000. โThe US Department of Agricultureโs Food Safety and Inspection Service (FSIS) has guidelines and directives addressing appropriate handling of birds under the federal Poultry Products Inspection Act, and chicken processors strictly adhere to their animal welfare guidelines. This whole process is routinely audited internally, by independent third party auditors and by customers. Ahead of the opening of US-UK post-Brexit trade talks in May 2020, the NCC worked with allies in Congress to demand that the US negotiate an end to the UK ban on chlorinated chicken in any trade deal. According to analysis of OpenSecrets data by Greenpeaceโs investigative unit Unearthed, 29 of the 47 signatories had taken donations from the NCC since 2016, receiving a total of $287,500 in donations between them. This included donations totalling $27,800 to Congressman Steve Womack, who coordinated the letter and who is one of the top recipients of NCC funds.
