Cooper is listed asย President/Secretary (โ€œP/Sโ€) in public SECย filings for a group called the Energy Equality Coalition (EEC), which has fought โ€œto end taxpayer subsidiesย and ensure a level playing field for middle-class American energy consumersโ€ by ending subsidies to assist consumers in buying and charging electric vehicles. The EEC has maintained similar messaging to the now-defunctย group Fueling US Forwardย (FUSF), andย The New York Timesย noted that Cooper spoke at the same conference as FUSF President and CEO Charles Drevna.6โ€œ2017 Annual Report: Energy Equality Coalition,โ€ Commonwealth of Virginia State Corporation Commission. Archived November 15, 2017. Cooper formerly worked withย Richard (Dick) K. Armey, who went on to chairย FreedomWorksย untilย leaving the organization in 2012. FreedomWorks was formed as a merger betweenย Citizens for a Sound Economy (CSE)ย andย Empower America.ย CSEย was founded by the Koch brothers in 1984 in an effort to promote deregulation.ย CSE/FreedomWorks received as much asย $12,331,712 in Koch fundingย from 1986 to 2002, according to Greenpeace data. According to leaked 2012 budget documents from The Heartland Institute, Cooper appears under a personnel list of individuals who were paid to work for Heartland in 2011, however would be either paid much less or unpaid in 2012.ย The document describes Cooper as formerly โ€œa legislative specialist working out of our Washington DC office since 2010โ€ until he โ€œwas let go mid-year after we concluded he wasnโ€™t the right guy to lead a new and expanded Free to Choose Medicine project.โ€ The budget notes โ€œHe will be replaced in 2012 by Vince Galbiatiโ€ and that โ€œHorace remains an unpaid senior fellow.โ€12โ€œ2012 Proposed Budgetโ€ (PDF), The Heartland Institute, January 15, 2012. In 2009, Cooper was indicted on five chargesย alleging he receivedย gifts from former Washington lobbyists Jack Abramoff and Neil G. Stance on Climate Change

2015

In 2015,ย Horace Cooper appeared onย Thom Hartmann’sย โ€œThe Big Picture Rumbleโ€ panelย where he argued against climate change regulations:21โ€œHorace Cooper on Trans Fat Ban, Pope’s Climate Change Encyclical,โ€ YouTube video uploaded by user โ€œNational Center for Public Policy Research,โ€ June 25, 2015. On Abortion

March 11, 2016

Horace Cooper has been a strong opponent of abortion and Planned Parenthood.ย In an episode of โ€œThe Big Picture,โ€ he described organizations assisting with abortion as โ€œthe butchers who kill the unbornโ€:22โ€œAre Abortionists Really ‘Butchers’?โ€ YouTube video uploaded by user โ€œNational Center for Public Policy Research,โ€ March 12, 2016.

February 2016

Speaking onย โ€œThe Big Picture with Thom Hartmann,โ€ Cooper claimed that organizations likeย Planned Parenthood โ€œenjoy killing as much as [they] canโ€:23โ€œExposers of Planned Parenthood Should Be Hailed as Good Journalists,โ€ YouTube video uploaded by user โ€œNational Center for Public Policy Research,โ€ February 5, 2016.

โ€œThe lionโ€™s share of Planned Parenthoodโ€™s work is killing people. They ought to call it death care, not health care. But if they wanted to operate with impunity, they should do so without taxpayer support. You will find the scrutiny goes away completely once they decide we are an abortion industry and we enjoy killing as much as we can,โ€ Cooper said on the program.24โ€œExposers of Planned Parenthood Should Be Hailed as Good Journalists,โ€ YouTube video uploaded by user โ€œNational Center for Public Policy Research,โ€ February 5, 2016.

After this, Hartmann putย up a chart showing that only 3% of planned parenthood’s services got to abortion, and notedย that โ€œnot one federal dollar goes to abortion.โ€ Cooper responded:25โ€œExposers of Planned Parenthood Should Be Hailed as Good Journalists,โ€ YouTube video uploaded by user โ€œNational Center for Public Policy Research,โ€ February 5, 2016.

โ€œI’ve said it before and I’ll say it again: I want to do to Planned Parenthood what you want to do to Walmart. [โ€ฆ]ย I want to regulate them, I will raise their cost of doing business, I will make sure that every place they want to locate that the government locally doesn’t want to approve it. [โ€ฆ] and Walmart is doing a wonderful job and doesn’t kill people.โ€26โ€œExposers of Planned Parenthood Should Be Hailed as Good Journalists,โ€ YouTube video uploaded by user โ€œNational Center for Public Policy Research,โ€ February 5, 2016.

February 2012

Writing at the National Center for Policy Analysis, Cooper described a rule under theย Patient Protection and Affordable Care Act that would provide coverage for birth control as an โ€œattempt to suppress basic expressions of religious faithโ€ and โ€œa direct violation of the First Amendment.โ€27โ€œThe Birth Control Mandate is Unconstitutional,โ€ National Policy Analysis No. 632 (February 2012.) Describingย CAFE, the letter contends: โ€œThose families and individuals who prefer or need trucks, SUVs, and crossovers pay more to subsidize those who buy smaller vehicles or electric vehicles under the existing mandate.
