Alliance for Responsible Citizenship (ARC)

Background

The Alliance for Responsible Citizenship (ARC) was launched by Jordan Peterson¹ in 2023 and includes “public intellectuals” Arthur Brooks, Niall Ferguson, and Bjorn Lomborg among the 30 individuals on its initial organizing committee.² ARC’s CEO and co-founder Baroness Philippa Stroud is the former CEO of the pro-Brexit³ Legatum Institute.⁴

In February 2025, ARC held a conference in London in which a number of noted climate deniers made speeches attacking climate action,⁵ including the event’s proprietor Paul Marshall who said net zero was equivalent to “economic disarmament.”⁶

From February to April 2023, near the time of ARC’s launch, Jordan Peterson interviewed several key individuals downplaying the need for action on climate change including Judith Curry,⁷ Bjorn Lomborg,⁸ Alex Epstein,⁹ and Steven E Koonin.¹⁰ In his interview with Judith Curry, Peterson expressed the view that “one of the consequences of extra carbon dioxide output is that the planet has greened 15% since the dawn of the millennia.”¹¹ Speaking with Lomborg, who is also on the ARC organizing committee, Peterson commented: “I see the climate apocalyptic catastrophizing as a form of religious striving. I think it’s unsophisticated and ill-aimed and contaminated with a fair bit of malevolence.”¹²

According to its launch announcement, “ARC will focus initially on six fundamental questions, ranging from the proper nature of our orienting stories to the role of family, free exchange, environmental stewardship, and productive governance.”¹³

According to its privacy policy, Alliance for Responsible Citizenship Limited is incorporated in England and Wales under company number 10519995.¹⁴

UK Companies House documents show a company matching that number originally operated under the name Prosperity UK 2017 Limited until it was renamed Alliance for Responsible Citizenship Limited on January 20, 2023. A number of the directors of the original organization stayed on, and are also closely tied to the Legatum Institute, a London-based think tank with ties to the United-Arab-Emirates-based Legatum Group.¹⁵

Legatum Institute Ties

ARC has a number of ties to the Legatum Institute. In addition to ARC CEO Philippa Stroud’s prior role at Legatum, the Legatum Group’s current CEO, Mark Alan Stoleson, is also listed in Companies House documents as a person with significant control in ARC.¹⁶

The Financial Times described The Legatum Institute as the “intellectual heart” of a “‘hard’ Brexit.”¹⁷ The Legatum Institute reportedly receives a significant portion of its funding — £3.9m according to a 2017 article — from the Legatum Foundation Limited.

DeSmog mapped the connections between the Legatum Institute and the “Brexiteers’ brain,”¹⁸ Shanker Singham, and how this provided privileged access to the UK government in order to push a hard Brexit. Singham was at one point a policy expert for the US-based Heartland Institute, which has received at least $676,500 from ExxonMobil since 1998.¹⁹

A search of the International Consortium of Investigative Journalists (ICIJ)’s Offshore Leaks Database reveals the Legatum Foundation Limited has ties to both Bermuda and the UAE, and lists two directors also associated with ARC.²⁰

Several of the listed “officers” listed in ARC’s UK registration documents²¹ and also online as part of its “Advisory Board”²² have close ties to the Legatum Group, the Dubai-based investment firm behind the Legatum Institute.

GB News Ties

ARC is also connected to the right-wing British broadcaster GB News through the Legatum Group. The Legatum Group part-owns GB News’ parent company, AllPerspectives Ltd, and three of the directors of which, Paul Marshall, Alan McCormick and Mark Stoleson, are persons of significant control of ARC.⁴⁷

In August 2022, AllPerspectives Ltd secured a £60 million capital injection from Legatum Ventures Limited and Sir Paul Marshall⁴⁸who bought out Discovery Inc’s commitment.⁴⁹ Legatum, Paul Marshall, and Discovery Inc. previously invested millions, Reuters reported in 2021.⁵⁰

Two ARC advisory board members are also connected to GB News. Helena Morrissey is also a director of AllPerspectives, and Colin Brazier who was a former presenter of GB News. Another of GB News’ major funders, Christopher Chandler, is also a person of significant control of ARC.⁵¹

ARC Launch

Jordan Peterson announced the launch of ARC on the January 28, 2023 episode of the Joe Rogan Experience.⁵²Peterson said the group would be structured around several key “questions” in the segment. A few notable quotes below:

“We’re trying to put together something like an alternative vision of the future, say an alternative to that kind of apocalyptic narrative that’s being put forward, at least implicitly, by organizations like the WEF, you know, and that’s the virginal planet, rapacious tyrant, you know, all devouring consumer religion,” Peterson said.

He suggested the group would have a “Pro-human view on environmental stewardship front.”

“If you want to develop alternative energy sources, no problem. You know, because, hey man, the more energy sources we have, the better. But you don’t get to impose your utopian vision in the service of your narcissism on the poor. We’re going to try to make the poor rich. Going to try to alleviate absolute poverty.”

According to Peterson, “The fourth question is what do we put forward as a vision on the family policy front to facilitate the what would you call it, the encouragement and the maintenance of long-term monogamous couples who are child centered, and to make increasing the birthrate part of that policy.”

“To put policies in place that would support long term, stable, monogamous families, two parent families and child centered. You know, because in the West, because we’re very immature, we think that the purpose of a marriage is the happiness of the people who are involved in the marriage, the husband and the wife. And that’s just not the purpose of marriage at all. The purpose is long term facilitation of their psychological and spiritual development and the establishment of an environment that’s beneficial to children. Now, it’s a responsible way of thinking about it. And so we need to have a serious conversation about what that means. And, you know, it’s tricky because, like, I think the ideal has to be long term, committed, monogamous, heterosexual relationships.” (Emphasis added).

Peterson also discussed ARC in a session running over one hour on his YouTube channel.⁵³

Discussing the group’s “vision,” which Peterson said would be better approached as “a discussion that centered on a number of questions,” he noted:

“We should be exhaustively searching through the universe of possible sources of energy so that we can provide a diversity of possibilities on the energy front. But we do not believe that anyone has the right to compel people into absolute poverty by increasing energy prices to hypothetically achieve some environmental goal.”

He went on: “Maximize the short term return and you’re going to produce environmental devastation. That’s exactly what happened, by the way, in Sri Lanka and certainly happened to Germany to some degree as they pursued idiot green policies.”

Stance on Climate Change

April 2023

According to the “ARC Survey,” as posted on Twitter, responding to its question: “How do we provide the energy and other resources upon which all economies depend in a manner that is inexpensive, reliable, safe and efficient, including in the developing world?”

“Easy answer: nuclear + petrochemicals. This will keep us going for at least the next hundred years and probably longer.”

Oil and Gas Money

Kenneth C. Griffin owns Citadel Securities, one of the largest physical natural gas traders in North America.⁵⁵

Howard Energy Partnersis a San Antonio-based midstream oil and gas company. ⁵⁶ Its CEO is amemberof the National Petroleum Council, an oil and gas advisory committee to the U.S. Secretary of Energy.⁵⁷

HEYCO Energy Group is a privately owned upstream oil and gas exploration company. The Reform UK Mayor of Lincolnshire, Andrea Jenkyns, met with HEYCO subsidiary Egdon Resources,⁵⁸ which was looking to invest in fracking in the region “if the regulatory environment allowed that,” the BBC reported.⁵⁹

Quantum Energy Partners (now known as Quantum Capital Group) is an oil and gas private equity firm.⁶⁰

Tonye P. Cole is co-founder and former group executive director of Sahara Group, an oil and gas conglomerate.⁶¹

Lord Bamford (Anthony Bamford) is chairman of JCB, a construction equipment manufacturer that uses fossil fuels in its machinery.⁶²

Donors to the 2025 conference included coal-magnates Joe and Kelly Craft, oil tycoons Bud and Anne Brigham, Palantir co-founder Joe Lonsdale, and Canadian oil executive Gwyn Morgan.⁶³

Socially Conservative Donors

ARC’s 2026 donor list also reveals a number of pro-life,⁶⁴ anti-LGBTQ organizations,⁶⁵ including Focus on the Family, Them Before Us, Right to Life UK, and the CEO of the Independent Women’s Forum.⁶⁶

Many of ARC’s donors also donate to right wing political parties such as the Republican Party in the United States, the UK Conservative Party, and/or Reform UK.⁶⁷

Appearing virtually on screen at the ARC 2026 conference, Chris Wright, Donald Trump’s Energy Secretary, claimed that climate change is a “slow-moving phenomenon that ultimately will be addressed by better technologies”.⁶⁹

The 2026 conference’s speaker list featured representatives from European far-right political parties, such as Germany’s AfD, the Austrian People’s Party, and Spain’s VOX.⁷⁰

Also speaking were representatives of socially conservative and religious American groups such as Alliance Defending Freedom, Focus on the Family, the Ethics and Public Policy Center, and the Becket Fund.⁷¹

February 2025

ARC published a number of pro-market ‘research papers’ in February 2025 that connect expanded fossil fuel use with humanity’s well being. None deal with the consequences to the environment.

One, titled ‘Energy is GDP’, states that environmental responsibility “risks sacrificing human flourishing on the altar of precaution, ignoring humanity’s proven ability to innovate its way out of challenges”.⁷²

Another, titled ‘Energy for the 21st Century’, says: “We believe that civilisation can indeed produce sufficient, affordable energy, and that diversification of the energy portfolio is healthy, but not to the exclusion of fossil fuels—oil, natural gas, and coal—as primary energy sources for decades to come.” The paper also claims: “The energy available in nature itself is fundamentally unlimited.”⁷³

A third paper, titled ‘Economic Self Harm or a Pro-Human Future?’, concludes: “A truly balanced energy policy must embrace the full spectrum of solutions, from renewables and advanced battery technologies to clean coal and, critically, nuclear power.”⁷⁴

A fourth research paper, titled ‘Building Economic Dynamism’, criticizes “the growth of ‘climatism’ and the influence of a ‘sustainability ideology’, coming of age in the mid-2000s and driven by efforts to ‘save the planet’”.⁷⁵

It continues: “The very top-down, government-directed methodology used to deliver carbon reductions—one that places restrictions and penalties on private enterprise and private life, rather than embracing the tremendous capacity that free individuals and free enterprise have to solve our most complex problems—has culminated in the net zero policy of recent years.”⁷⁶

An earlier 2024 ARC paper titled ‘The Green Gamble: The Geopolitics of Net Zero’ claims that “The ‘distributed wisdom of markets’ denotes the collective decision-making ability of market participants and is crucial in diversifying global supply chains in the transition towards net zero”, implying that oil companies are naturally incentivized to transition away from fossil fuels on their own accord rather than use their financial resources to fight climate regulations.⁷⁷

October 8, 2024

Lomborg was a guest on the Alliance for Responsible Citizenship’s Arc Conversations.⁷⁸

In the episode, Lomborg argued that climate change is not an existential problem:⁷⁹

Bjorn Lomborg: [00:25:09] One of the big issues in climate conversation is, you know, people will tell you this is the end of the world. Joe Biden will tell this is an existential problem. This is sort of the standard argument across the world. No, it’s not. And that’s not only what the UN Climate Panel tells us, but it’s also what all the major climate economics tells us.

So there’s two new studies out in 2024 estimating what’s the total impact by the end of the century of climate change if we don’t do more than what we’ve already done now. The estimate is it’s somewhere between 1.9 and 3.1 percent of global GDP by that time.

So we’ll be slightly poorer than we otherwise would be. Now remember, we’ll a lot richer. By the standard scenario by the UN, each person on the planet will be about 450% as rich as he or she is today. That’s a fantastic problem. [00:26:01]

Gerard Holland (Host of ARC Conversations): [00:26:01] That’s like a pretty good deal.

Bjorn Lomborg: [00:26:02] That’s pretty good deal. But because of climate change, it’s going to feel like we’re only 435% to 440% as rich. Yeah, that’s less good, but it’s not a catastrophe. This is still a fantastically better world. [00:26:17]⁸⁰

Lomborg further clarified:

Bjorn Lomborg: [00:31:45] So what I’m trying to say is the evidence very clearly shows climate change is a problem. But it’s not the end of the world. Climate change is the difference between the world being incredibly much better and the world being incredibly much better but slightly less incredibly much better. That’s the conversation that we need to understand. [00:32:04]⁸¹

March 18, 2024

Bjorn Lomborg and Jordan Peterson co-wrote an article titled “We need a discussion about how we respond to crises before the next one” where they promoted ARC. They claimed the organization “will help ensure a broader range of perspectives can be heard globally.”⁸²

Lomborg and Peterson described the worldwide response to the COVID pandemic, claiming a “A panic-stricken lockdown orthodoxy far too soon took hold, and those whose policy proposals deviated quickly were labeled ‘COVID deniers.'”⁸³

The authors then outlined what they described as the “alarmist” response to climate change:⁸⁴

“We need to have a serious conversation about our manner of response before the next crisis to ensure that the cure is not much worse than the disease. Consider the alarmist treatment of climate change. Campaigners play up fear while neglecting to mention that reductions in poverty and increases in resiliency mean climate-related disasters kill fewer people. Over the past century, deaths have dropped 97%. Heat waves capture the headlines. Globally, however, cold kills nine times more people. Currently, higher temperatures are resulting in 166,000 fewer temperature-related deaths annually.

“Fear-mongering and suppressing inconvenient truths are pushing us dangerously toward the wrong solutions. Politicians and pundits call for net-zero policies that will cost far beyond $100 trillion while producing benefits a fraction as large. We need to discuss honestly the costs and benefits to find the best solutions.”⁸⁵

They concluded, “The Alliance for Responsible Citizenship forum can help us positively envision the future.”⁸⁶

August 4, 2023

ARC board members Jordan Peterson and Bjorn Lomborg published a piece in the New York Post announcing ARC’s intention to “help ensure that a broader range of perspectives can be heard globally, including to push back against “the alarmist treatment of climate change.” They accused climate campaigners of “Fear-mongering and the suppression of truly inconvenient truths” which they argue has resulted in a push for the “wrong solutions” like net zero, which they characterise as producing little benefit at great cost.⁸⁷

Variations of the piece were subsequently published in the The Telegraph on August, 6⁸⁸, The National Review on August, 10⁸⁹ and The Jakarta Post on August 11.⁹⁰

May 15, 2023

Five members of ARC’s advisory board spoke at the National Conservatism conference in London in May 2023, a conference organised promising to bring about a “revival” of “national identity and culture” alongside “god and country”, which featured outspoken climate deniers on the roster of speakers such a Jacob Rees-Mogg, Sherelle Jacobs, Toby Young and David Frost amongst others. ARC members speaking at the event included MPs Miriam Cates, Danny Kruger and John Hayes, UnHerd columnist Louise Perry and James Orr, who chairs the Edmund Burke Foundation, which organized the conference.⁹¹

According to the group’s launch announcement, “In late 2023, ARC will be holding its inaugural international conference of more than a thousand high level leaders from politics, culture, business and academia across three days in London.”⁹²
