The infamous โ€œOregon Petitionโ€

The Oregon Petition has been used by climate change skeptics1โ€œINHOFE QUESTIONS SCIENCE BEHIND ARCTIC REPORT,โ€ U.S. Senate Committee on Environment & Public Works. Archived October 24, 2016. Archive.is URL:ย https://archive.is/NnBWd as proof that there is no scientific consensus, however they fail to note the controversy surrounding the petition itself.2โ€œSEPP News Release: More Than 15,000 Scientists Protest Kyoto Accord; Speak Out Against Global Warming Myth,โ€ SEPP.org, April 21, 1998. In April 1998, Art Robinson and his organization the Oregon Institute of Science and Medicine, along with the Exxon-backed George C. Marshall Institute, co-published the infamous โ€œOregon Petitionโ€ claiming to have collected 17,000 signatories to a document arguing against the realities of global warming. 3Kevin Grandia. โ€œExxon’s .4 million ventriloquist act,โ€ DeSmog, September 26, 2006.

Along with the petition there was a cover letter from Dr. Fred Seitz, a well-known climate change skeptic (and tobacco scientist), who over 30 years ago was the president of the National Academy of Science.4โ€œLetter from Frederick Seitz,โ€ Petition Project. Archived October 24, 2016. Archive.is URL: https://archive.is/9fJHG Also attached to the petition was a โ€œresearch paperโ€ titled: Environmental Effects of Increased Atmospheric Carbon Dioxide.5Arthur B. Robinson, Noah E. Robinson, and Willie Soon. โ€œEnvironmental Effects of Increased Atmospheric Carbon Dioxide,โ€ Journal of American Physicians and Surgeons (2007) 12, 79-90. Archived .pdf on file atย Desmog.

The Oregon Petition’s Disguise Attempt

The petition and the documents included were all made to look like official papers from the prestigious National Academy of Science. They weren’t, and this attempt to mislead has been well-documented. 6Kevin Grandia. โ€œThe 30,000 Global Warming Petition Is Easily-Debunked Propaganda,โ€The Huffington Post, August 22, 2009. Archive.is URLhttps://archive.is/ULbSv

The included research paper was also made to mimic the style of the National Academyโ€™s prestigious Proceedings of the National Academy journal.7Kevin Grandia. โ€œThe 30,000 Global Warming Petition Is Easily-Debunked Propaganda,โ€The Huffington Post, August 22, 2009. Archive.is URL:ย https://archive.is/ULbSv

With the signature of a former NAS president, and a research paper that appeared to be published in one of the most prestigious science journals in the world, many scientists were duped into signing a petition based on a false impression.ย In fact, the documents had been authored by Art Robinson, Sallie Baliunas, Willie Soon (both who receive funding from the oil industry) and Robinsonโ€™s son Zachary.8Kevin Grandia. โ€œThe 30,000 Global Warming Petition Is Easily-Debunked Propaganda,โ€The Huffington Post, August 22, 2009. Archive.is URL:ย https://archive.is/ULbSv

The petition was so misleading that the National Academy issued a news release stating that: โ€œThe petition project was a deliberate attempt to mislead scientists and to rally them in an attempt to undermine support for the Kyoto Protocol. The petition was not based on a review of the science of global climate change, nor were its signers experts in the field of climate science.โ€9Joe Brown. โ€œ700 Club anchor touted global warming skeptics’ petition reportedly signed by non-scientists, fictitious characters,โ€ Media Matters, February 14, 2006. The Oregon Petition and Big Tobacco

Itโ€™s interesting to note that Fred Seitz, the author of the cover letter, is also the former medical advisor to RJ Reynolds medical research program. A 1989 Philip Morris memo stated that Seitz was โ€œquite elderly and not sufficiently rational to offer advice.โ€10โ€œSubject: Fred Seitzโ€ (PDF), Philip Morris Companies Inc., August 31, 1989. Archived at DeSmog.

However, nine years later, it seems that he was โ€œsufficiently rationalโ€ to lead the charge on Robinsonโ€™s Oregon Petition. It also seems that Seitz was still sufficiently rational to sit as the Chair of Fred Singer‘s, Science and Environmental Policy Project.11โ€œSEPP Board of Directors,โ€ SEPP.org. Archived September 28, 2006. Archive.is URL:ย https://archive.is/geqvV

Seitz passed away on March 2, 2008, after spending his declining years working with global warming skeptics such as Fred Singer.12Richard Littlemore. โ€œFred Seitz: Death of an Icon,โ€ DeSmog,ย March 3,ย 2008.

Fake Names including The Spice Girls

According to the May 1998 Associated Press article, the Oregon Petition included names that were intentionally placed to prove the invalid methodology with which the names of scientists were collected.13H. Josef Hebert. โ€œJokers Add Fake Names To Warming Petition,โ€ The Seattle Times, May 1, 1998. Archived October 24, 2016. Archive.is URL:ย https://archive.is/eQIGW

The petition included the names of โ€œDrs. ‘Frank Burns’ ‘Honeycutt’ and ‘Pierce’ from the hit-show M*A*S*H and Spice Girls, a.k.a. Geraldine Halliwell, who was on the petition as ‘Dr. Geri Halliwel’ and again as simply ‘Dr. Halliwell.’โ€œ14H. In response to the issue of the fake names, Robinson said, โ€œWhen we’re getting thousands of signatures there’s no way of filtering out a fake.โ€15H.
