Credentials

Background

Alex Fitzsimmons was the Chief of Staff and Senior Advisor at U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) before getting promoted to Chief of Staff and Deputy Assistant Secretary for Energy Efficiency at DOE in February 2020. He transitioned from DOE to become senior program director at ClearPath in late 2020.2โ€œAlex Fitzsimmons: Deputy Assistant Secretary for Energy Efficiency,โ€ U.S. Department of Energy Office of Energy Efficiency and Renewable Energy. Before joining the DOE, Fitzsimmons worked as the Manager of Policy and Public Affairs at the Institute for Energy Research (IER) and its advocacy arm, the American Energy Alliance (AEA) from 2013 until 2016. IER is a 501(c)(3) nonprofit focusing on โ€œfree-market energy and environmental policyโ€ that has received funding from Koch-owned foundations, and over $300,000 from oil giant ExxonMobil.5โ€œAlex Fitzsimmons: MANAGER OF POLICY AND PUBLIC AFFAIRS,โ€ Institute for Energy Research. In addition to managing โ€œresearch, communications, and outreachโ€ at IER/AEA, Fitzsimmons was also a โ€œspokesmanโ€ and Communications Director for Fueling US Forward (FUSF), a group known for attacking the clean energy industry and promoting the โ€œpositivesโ€ of fossil fuels. Stance on Climate Change

While Alex Fitzsimmons does not appear to have a clear statement regarding his views on climate change, he consistently opposes regulations and has criticized the Obama EPA’s Clean Power Plan as doing โ€œnothing to address climate changeโ€:15Alex Fitzsimmons. โ€œObamaโ€™s Final Carbon Rule Combines Fake Carrots and a Big Stick,โ€ Institute for Energy Research, August 4, 2015. โ€œThe final [carbon] rule is even worse than the proposal: it is still an illegal assault on states, it raises electricity prices even more than originally thought, it poses an even larger threat to the electric grid, and it still does nothing to address climate change. Now more than ever, states should reject President Obamaโ€™s costly carbon agenda and refuse to submit state plans.โ€16Alex Fitzsimmons. โ€œObamaโ€™s Final Carbon Rule Combines Fake Carrots and a Big Stick,โ€ Institute for Energy Research, August 4, 2015. Key Quotes

September 5, 2019

Fitzsimmons spoke with a Forbes energy reporter about a newly proposed Department of Energy rule that would permit the continued sale of incandescent light bulbs indefinitely. The proposed rule was a reversal of an earlier law that would have removed the less efficient bulbs from the lighting market by January 2020.17Dipka Bhambhani. โ€œLet There Be Lighting Choices, Energy Department Tells Environmental Groups,โ€ Forbes.com, September 5, 2019. Explaining the rule reversal, Fitzsimmons said:

โ€œPreserving consumer choice does not harm consumers, period. [โ€ฆ] Our rigorous economic analysis shows increasing standards on incandescent light bulbs would not be economically justified because consumers would not be able to recover the cost of their investment because more stringent standards would make these light bulbs 300 percent more expensive. More stringent standards would effectively regulate incandescent light bulbs out of existence and DOE is not in that business.โ€18Dipka Bhambhani. โ€œLet There Be Lighting Choices, Energy Department Tells Environmental Groups,โ€ Forbes.com, September 5, 2019. Reacting to DOEโ€™s decision and Fitzsimmonsโ€™s stated rationale, a Program Director for the American Council for an Energy-Efficient Economy told Forbes that the new rule would encourage consumers to:

โ€œpurchase a product thatโ€™s going to cost them more and that theyโ€™re going to have to replace more often, and that is going to put out significantly more pollution emissions and carbon emissions that will then impact that consumer, their family and all of the other citizens in the country.โ€19Dipka Bhambhani. โ€œLet There Be Lighting Choices, Energy Department Tells Environmental Groups,โ€ Forbes.com, September 5, 2019. โ€œ[T]he presidentโ€™s climate agenda doesnโ€™t just live-or-die on subsidies like the wind PTC, but also depends on the boom-and-bust cycle created by government dysfunction around whether to keep the subsidies flowing. Fitzsimmons gave a keynote speech at the Ohio Next Energy Summit. He stated, โ€œI think if Iโ€™m looking at high growth opportunity areas, or certainly areas that the DoE has prioritised, we are putting a heavy emphasis on areas like energy storage, in areas like critical minerals and in areas like circular economy.โ€26โ€œOhio Next Energy Summit Keynote Speaker, Alex Fitzsimmons,โ€ Business Journal Daily, October 15, 2020. Contrary to the stance of organizations he previously worked for like the Institute for Energy Research (IER) and its advocacy arm, the American Energy Alliance (AEA), Fitzsimmons commented on renewables and electric vehicles as part of the future of the energy system:

โ€œWhen you talk about the future of our energy system, it’s changing dramatically,โ€ Fitzsimmons said.

โ€œAnd it’s been changing much faster than people anticipated. I mean, five, ten years ago, no one would have guessed that the United States would be the number one producer of oil and natural gas in the world, exporting LNG to 36 countries.

โ€œBut also being one of the leading wind and solar producers, seeing how quickly costs for renewable energy have declined, seeing how rapidly electric vehicle battery costs have declined, seeing how cheap led light bulbs have gotten and these are technological innovations that are driving massive changes in the energy system.

โ€œAnd the big challenge moving forward because of this rapidly evolving system, at least in the electricity generation side, is less about having affordable kilowatt hours of electricityโ€”because we have a lot of low-cost sources of supplyโ€”the bigger challenge moving forward is going to be how do you integrate all of these new technologies together in a way that maintains an affordable, reliable, resilient and clean energy system. And that’s where technologies like energy storage come into play.โ€
