Credentials

Background

Daniel R. Simmons is a conservative energy policy specialist and former fossil fuel lobbyist now leading the Department of Energyโ€™s Office of Energy Efficiency and Renewable Energy (EERE), where he had been the principal deputy assistant secretary. President Trump nominated Simmons to lead the EERE Office in May 2017.3Gavin Bade. โ€œTrump Nominates Climate Doubter Simmons to Head DOE Renewables Office,โ€ Utility Dive, June 15, 2018. Prior to joining the Department of Energy, Simmons worked with several Koch-affiliated think tanks, including the Institute for Energy Research (IER), the American Legislative Exchange Council (ALEC), and the Mercatus Center.

Most recently (from 2008 to 2017), Simmons worked at IER, a fossil fuel-backed think tank that focuses on โ€œenergy analysis and free-market energy and environmental policy.โ€ He was vice president of policy at IER and its lobbying arm, the American Energy Alliance (AEA). In 2015 AEA recommended that Congress eliminate DOEโ€™s Office of Energy Efficiency and Renewable Energy.5Gavin Bade. โ€œTrump Nominates Climate Doubter Simmons to Head DOE Renewables Office,โ€ Utility Dive, June 15, 2018. Before his tenure at IER, Simmons served as Director of the Natural Resources Task Force at ALEC. He also was a former research fellow at the Mercatus Center. Both ALEC and Mercatus are tied to the Koch network. Simmons had also been listed as a policy expert on the website for the Heartland Institute, another Koch-supported think tank.6โ€œDabuiek Simmons,โ€ The Heartland Institute. Archived July 17, 2018. Stance on Climate Change

According to the Energy and Policy Institute (EPA), Simmonsโ€™ โ€œwork for IER and AEA was part of the fossil fuel industryโ€™s ongoing disinformation campaign to manufacture doubt about the causes and risks of climate change, and fight policies that accelerate the transition to a clean energy economy.โ€7Dave Anderson. โ€œDaniel Simmons: New Head of EERE Worked for Groups That Tried to โ€˜Eliminateโ€™ It,โ€ Energy and Policy Institute, June 5, 2017. Archived July 17, 2018. Archive.is URL: https://archive.fo/6Be83

EPI noted that Simmons had criticized a federal Clean Energy Standard bill in a 2013 op-ed that questioned the โ€œdirtinessโ€ of carbon pollution, and that he had also attacked state Renewable Portfolio Standards (RPS) with misleading testimony about their costs.8Dave Anderson. โ€œDaniel Simmons: New Head of EERE Worked for Groups That Tried to โ€˜Eliminateโ€™ It,โ€ Energy and Policy Institute, June 5, 2017. Archived July 17, 2018. Archive.is URL: https://archive.fo/6Be83

December 5, 2016

A December 2016 Los Angeles Times article revealed Simmonsโ€™ antagonistic stance to the landmark Paris climate agreement:9Evan Halper. โ€œTrump Brings Koch Networkโ€™s Green-Energy Foes From the Fringe to the Center of Power,โ€ Los Angeles Times, December 5, 2016. Archived July 17, 2018. Archive.is URL: https://archive.fo/m9lww

โ€œThe economic damages incurred achieving that goal would be greater than the damage caused by a warming world,โ€ Simmons said.

June 2007

In a 2007 ALEC guide for state legislators co-written by Simmons and other ALEC staff, denies greenhouse gas emissions are โ€œincreasing the rate of sea level riseโ€ and questions established climate science:10โ€œEnergy, Environment, And Economicsโ€ (PDF), ALEC, 2007. Retrieved from SourceWatch.org.

โ€œAl Gore is indeed correct that there is a correlation between carbon dioxide increased and temperature, but the connection is the opposite of what he assumes,โ€ the report reads. โ€œThe studies show that carbon dioxide follow temperature, not the other way around.โ€

Key Quotes

May 9, 2017

Simmons claimed in an internal blog post to DOEโ€™s EERE staffers that he was a proponent of clean energy, despite his previous work attacking renewables like wind and solar.

โ€œI like renewables & efficiency. I know that’s contrary to some of the things that have been written about me, but it’s true,โ€ Simmons wrote, as reported by E&E News.11Hannah Northey. โ€œClean Energy Critic to Staff: โ€˜I Like Renewables,โ€™โ€ E&E News, May 9, 2017. Archived July 17, 2018. Archive.is URL: https://archive.fo/pOmdw

October 13, 2016

โ€œWhen we look at subsidies in the United States, we find that subsidies for renewables dwarf those for natural gas, oil, and coal.โ€ Simmons wrote in an IER blog post.12Daniel Simmons. โ€œA Subsidy Lesson for the Center for Biological Diversity and the Solar Lobby,โ€ Institute for Energy Research, October 13, 2016. Archived July 17, 2018. Archive.is URL: https://archive.fo/sDCbf

August 18, 2014

Simmons wrote a blog post on forest fires and climate change, where he denies the link between the two:13Daniel Simmons. โ€œWhatโ€™s Fueling Forest Fires,โ€ Institute for Energy Research, August 18, 2014. Archived July 17, 2018. Archive.is URL: https://archive.fo/MKUsM

โ€œIf climate change were driving forest fires, as Holdren is insinuating, then this means that climate change reduces the number of wildfiresโ€ฆThe White Houseโ€™s political operatives โ€“ Podesta and Holdren โ€“ would like to blame forest fires on climate change, but there is not much evidence that climate change is driving wildfires,โ€ he wrote at IER.

Key Deeds

April 24, 2015

The American Energy Alliance (where Simmons worked at the time) called on Congress to eliminate the Office of Energy Efficiency and Renewable Energy, the office that Simmons now heads. AEA wrote in 2015:14โ€œTop 8 Ways to Rein in DOE Spending,โ€ Energy Townhall, April 14, 2015. Archived June 17, 2018. Archive.is URL: https://archive.fo/bIgDj

โ€œThe role of this office is to promote and subsidize ‘clean energy’ as determined by government bureaucrats. However, the government should not be in the business of trying to commercialize products and services it deems ‘clean’. This office aims to control multiple sectors of the economy, from energy production and transmission to manufacturing and construction. Cutting this office would help end large corporate handouts to failed technologies, such as the disastrous Chevy Volt bailout, and allow for true market-based innovation and development. Est. savings 2016-2020 = $9.78 billion.โ€15โ€œTop 8 Ways to Rein in DOE Spending,โ€ Energy Townhall, April 14, 2015. Archived June 17, 2018. Archive.is URL: https://archive.fo/bIgDj

March/November 2012

IER served a FOIA request on EPA initially on March 16, 2012, and renewed the filing November 19, 2012, seeking communications between EPA and environmental groups regarding the Keystone XL pipeline.16(Press Release. โ€œIER files Keystone XL FOIA request with EPA,โ€ IER, March 16, 2012. Archive.is URL: https://archive.fo/YVmTJ

โ€œWe wanted documents from EPA and to EPA from environmental groups to see if there was collusion, especially from EPA, with the environmental groups to try to stall or stop the pipeline,โ€ Simmons explained in an audio clip.18โ€œDaniel Simmons on the Institute for Energy Research’s FOIA request of Lisa Jackson,โ€ YouTube video uploaded by user โ€œDarin RebootCongress,โ€ November 29, 2012. Archived .mp4 on file at DeSmog.

June 2007

Simmons authored parts of the ALEC publication, โ€œEnergy, Environment, and Economics: A Guide for State Legislators.โ€ In the section titled โ€œKyoto Spawn: The Progeny of the Kyoto Protocolโ€ he criticized the Kyoto Protocol โ€” the first global treaty aimed at reducing emissions โ€” as well as state and regional climate policies like RGGI and Californiaโ€™s Global Warming Solutions Act.19โ€œEnergy, Environment, And Economicsโ€ (PDF), ALEC, 2007. Retrieved from SourceWatch.org.

He concludes by writing, โ€œThe science of climate change is unsettled [โ€ฆ] The question is how much, if any, of this warming is caused by human activities. We also know that plans such as the Kyoto Protocol, Regional Greenhouse Gas Initiative, and Californiaโ€™s Global Warming Solutions Act are both costly and provide no environmental benefits. If we are concerned about future generations, we owe it to them study the issues of global warming, but not dramatically limit our economic competitiveness by embarking on misguided schemes.โ€20โ€œEnergy, Environment, And Economicsโ€ (PDF), ALEC, 2007. Retrieved from SourceWatch.org.

March 6, 2006

Simmons testified before the Connecticut legislative Environment Committee on House Bill 5623 (An Act Withdrawing from the Regional Greenhouse Gas Initiative):21ENV Committee Hearing Transcript, 2006. Retrieved from Connecticut General Assembly.

โ€œThe Regional Greenhouse Gas Initiative will produce no environmental benefits, but it will entail real costs,โ€ he said in that testimony.22ENV Committee Hearing Transcript, 2006. Retrieved from Connecticut General Assembly.

Simmons was pressed by Rep. Oโ€™Rourke on this claim. In defending his stance, Simmons argued that he wasnโ€™t denying climate change, but merely insisting that climate policies such as RGGI and the Kyoto Protocol were not cost effective.23ENV Committee Hearing Transcript, 2006. Retrieved from Connecticut General Assembly.

โ€œWhat I am saying is the Kyoto Protocol, the Cap and Trade System, such as Kyoto Protocol, such as RGGI, isn’t going to produce environmental benefits, and that we would be wise to spend our money in other ways, such as reducing greenhouse gas emissions from the Third World,โ€ Simmons said.24ENV Committee Hearing Transcript, 2006. Retrieved from Connecticut General Assembly.

Rep. Oโ€™Rourke also asked Simmons about ALECโ€™s funding sources, and Simmons admitted to fossil fuel funding: โ€œBut I mean, and my point is, that is that, yes, we receive funding from the oil companies, and, as a result, you should be critical of my testimony.โ€25ENV Committee Hearing Transcript, 2006. Retrieved from Connecticut General Assembly.
