Background

The Together Association is a right-wing campaign group in the UK initially founded by businessman Alan D. Miller in August 2021 as a platform to oppose COVID-19 vaccine measures.¹

The group has since evolved to also campaign against net zero policies and air pollution control measures. These include a “No to Net Zero” campaign,² a campaign against the expansion of London’s Ultra Low Emissions Zone (ULEZ),³ and a campaign against the UK’s Low Traffic Neighbourhood Schemes (LTNs).⁴

The group goes by multiple names, including “Together Declaration”, “Together Association”, “Together Members”, and “Together”.

In November 2023, Together co-published a report with climate science denial group Climate Debate UK, titled “’Clean’ Air, Dirty Money, Filthy Politics”, authored by Climate Debate UK founder Ben Pile, which argued that clean air policies “are not based on science, and are not democratic”.⁵ Following the release of the report, Together launched a campaign calling on constituents to ask their MPs for more transparency on net zero with regard to “funding and influence on net zero policies”.⁶

Together launched the “No to Net Zero” campaign in September 2023, the launch page of which claimed net zero was “wrecking our economy” and is based on “wildly exaggerated fears about the future”.⁷

At the start of February 2023, Together launched a “No to ULEZ Expansion” campaign, with the campaign page labelling ULEZ as “undemocratic, unfair and unjustified,” and based on “desperate ‘spin’ and junk science”.⁸

In September 2023, a Byline Times report found that Together was involved in organising anti-ULEZ actions in London.⁹ The report also revealed that members of the group’s board and cabinet were involved in anti-ULEZ groups including the Stop ULEZ Coalition and Action Against ULEZ Expansion, a group that has been keeping track of which ULEZ cameras in London had been vandalised.

DeSmog revealed in September 2023 that administrators of the Action Against ULEZ Extension Facebook group have questioned established climate science and promoted conspiracy theories about governments attempting to impose draconian lockdowns via green policies.¹⁰

Stance on Climate Change

April 24, 2024

In a series of posts on X, Together stated that “climate change is not a human rights issue” alongside a video of Ben Pile, Together’s “cabinet chair for net zero” and climate science denier, discussing a ruling by the European Court of Human Rights.¹²

According to analysis by Chatham House, the court ruled “that Switzerland has a responsibility under the European Convention for Human Rights (ECHR) to combat climate change effectively to protect the human rights of their citizens – and as a result can be held accountable for inadequate climate policies and mitigation measures”.¹³

Pile called the ruling “ridiculous” and said that the case demonstrated that the “meaning of climate change has expanded beyond all recognition”.

Together also called on users to sign and share a petition titled “Repeal the Climate Change Act 2008 and Net Zero targets”,¹⁴ which stated that Parliament “must revoke” them both because “many hundreds of scientists up to the highest Nobel Laureate level have jointly declared ‘There is no climate emergency’”, and that “the Climate Change Act 2008 and related Net Zero targets are both now in effect based on just one side of a two-sided scientific debate”.¹⁵

October 11, 2023

Together launched its “No To Net Zero” campaign, the launch page of which attacked the premise and implementation of net zero, saying that the targets are based on “wildly exaggerated fears about the future” and that “modern industry and farming are not what is killing us, it is what is keeping us alive”.¹⁶

The campaign also argued that the UK should not continue with its net zero goals because “Britain’s contribution to global emissions is a tiny part of the whole”.

Together claimed that net zero would be detrimental to the global economy, adding that net zero targets are “simply unattainable without a spectacular collapse in the economies and societies of the world”.

The group also argued that alternative energy technologies were not feasible, despite increasing global reliance on renewable energy, claiming:

“Under Net Zero we are asked to give up fossil fuels before there are alternative energy sources in place. All that means is we get poorer, hungrier and colder.”

The campaign also attacked local air pollution and traffic reduction measures, writing:

“‘Net Zero’ policies are behind the crackpot schemes to shut us up in 15 minute and low traffic neighbourhoods, and London’s ‘Ultra Low Emission Zone’.”

In a post on X, the Together Declaration account shared an article from the climate science denial blog the Daily Sceptic which claimed that “’Green’ Billionaires Pour Money Into Hollywood to Promote Armageddon Climate Messages in Movies”.¹⁷

January 2, 2024

Together reposted a video on X in which Spiked columnist James Woudhousyen downplayed the existence of climate change, asking: “How do you measure temperatures 125,000 years ago? What makes you so confident about the world being hotter now?”¹⁸ The caption added: “Extreme climate policies like Net Zero rest on a series of highly contestable claims.”

December 6, 2023

In a YouTube clip posted by the Together account titled “Alan Miller: Why Together is FIGHTING net zero,” Together co-founder Miller argued that he would like “to have flying cars” but wants “public interest at the heart” of net zero, as opposed to “a small elite telling us what we should and shouldn’t be doing all the time”.¹⁹

November 1, 2023

In a tweet, Together linked to a Telegraph article titled “ULEZ has been exposed as a money-spinning scam”, and added another quote from the piece:

“With £12m raised in the first month alone, the ULEZ racket redistributes income from the working poor to the public sector elites running our capital’s services into the ground.”²⁰

September 27, 2023

In a Twitter post, Together attacked London Mayor Sadiq Khan for the fact he flew to New York to talk about air pollution and “to sit with other disconnected bureaucrats,” continuing:

“Then tells us “how important it is to put people at the heart” of “air pollution and the climate crisis”

Is ANYONE in the UK buying this stuff any more?”²¹

Together tweeted an article from Toby Young’s Daily Sceptic website titled “Is the Era of ‘Global Boiling’ Really Upon Us? The Climate Fear-Mongers are Becoming a Laughing Stock”, which downplayed the existence of the climate crisis and the state of consensus on climate science.²²

Together’s co-founder Alan D. Miller attended an event in parliament titled “Net Zero: the facts”²³ alongside Howard Cox, Reform UK’s mayoral candidate for the London May 2024 elections; Independent MP Andrew Bridgen (the sole former MP of Laurence Fox’s Reclaim Party); Christopher Monckton, a hereditary Peer who has worked with the Heartland Institute;²⁴ and Paul Burgess, whose YouTube channel ‘@ClimateRealism’ labels climate change a “climate alarmist scam”.²⁵

November 28, 2023

Together launched “The Pledge” campaign, which urged people to “ask your MP to pledge transparency on net zero”²⁶ following the release of its report which alleged net zero was an undemocratic set of targets lobbied for by green philanthropists.²⁷

The campaign page included a set of instructions on how to contact your MP to push for “the pledge” and responses to common answers MPs might return.

In response to the scenario of an MP telling constituents that “net zero was in our manifesto”, Together suggested making the argument:

“Net Zero may have been snuck into the manifesto but it is very obvious that the fundamental and far-reaching consequences were never adequately explained to the public. As all major parties included it in their manifesto, the public was not given a choice – if one cannot vote against such a huge policy, consent cannot be assumed. Regardless of this, it is now very clear that a few ‘green’ billionaires are dominating the public sphere with big money, and my question was would you sign a pledge to have this all made transparent, but the answer is ‘no?’ What’s going on with democratic accountability?”

November 13, 2023

Together, in partnership with Ben Pile’s climate science sceptic organisation Climate Debate UK, published a report ‘“Clean” Air, Dirty Money, Filthy Politics,’ written by Pile, in which he argued that clean air policies “are not based on science, and are not democratic”.²⁸

The report’s summary made five key claims:

The influence of Philanthropy has moved beyond what could be characterised as ‘charitable giving,’ naming the donations made by the Bill and Melinda Gates Foundation to the World Health Organization.
That the ‘green movement’ is a product of big philanthropic donors, making note of Michael Bloomberg’s donations and his appointment to UN roles.
That local anti-air pollution measures are “wholly funded by climate change interests” and thus that “there are no grassroots air pollution campaigns of consequence”.
Philanthropic donations dictate academic research agendas, again naming the Bill and Melinda Gates funding of Imperial College’s Covid research.
The public has been excluded from political decision making relating to climate action, and therefore that the “green agenda represents a compact between government, civil society, academia and big business”.

September 4, 2023

A story published by Byline Times revealed links between Together and two anti-ULEZ action groups: the Stop ULEZ Coalition, and Action Against ULEZ Expansion, the latter of which was running a facebook page actively monitoring which ULEZ cameras had been vandalised.²⁹

Together launched its anti-air pollution control “Free Our Streets” campaign, which claimed that “An overwhelming majority of the public do NOT want ‘Low Traffic Neighbourhoods’ (LTNs), so-called ‘15 minute city” schemes,’” and that the public must “get rid of these undemocratic impositions on freedom of movement”.³² The launch page linked to local anti-ULEZ and anti-LTN groups in London, and “background information” that argues against the use of LTNs and ULEZ.

October 24, 2022

Together held a ticketed event, which was also live streamed on YouTube, titled “Is a Great Reset Inevitable?” During the opening remarks of the event, co-founder Alan D. Miller argued that Liz Truss’s 49-day tenure as prime minister was derailed as a part of a “globalist agenda”.³³

Funding

Together offers both a paid membership for individuals and businesses.³⁴

Individual members pay between £50 and £799 a year in exchange for access to events and voting rights in Together voting processes, according to the group’s website.³⁵

The business membership is described by Together as a “network of businesses, customers and clients, who share the same values of freedom, independence and fundamental rights and who want to support each other”.³⁶ Member businesses pay between £299 and £9999 a year, and are listed on Together’s business directory.³⁷
