James Titus, an Environmental Protection Agency project manager for sea level rise, wrote an essay for a law review in which he argued that the nation needed to make decisions on whether or how wetlands and beaches should be allowed to migrate inland.ย  Reached by telephone, Mr. Titus said he was no longer allowed to discuss such issues publicly and referred questions to the agency’s press office, which would not allow him to speak about it on the record.
